The project entailed the strategic relocation of the Royal Navy Fleet Headquarters to its historic base in Portsmouth. It is located on the south-west corner of Whale Island, home of HMS Excellent.
The building is a five storey rectangular office complex, serving 850 personnel; the majority of the accommodation is open plan with minimal cellular space. It is split predominantly into two wings, east and west, divided by a full height central atrium on to which the offices open out. The atrium itself has full height curtain walling at each end and roof lighting to its entire length.
Vertical circulation is principally via a central stair and lift core with two secondary staircases at the perimeter; horizontal circulation between the wings is via bridge links. The building also accommodates centralized catering and dining facilities, offering uninterrupted views over the harbour and access to a circular roof terrace.
The building lies on a north-south axis commanding a strategic view over the coastal surrounds and the adjacent historic dockyard. The entrance is formed by a circular plaza; a link bridge, to the north of the site, provides direct access at first floor level, whilst a second entrance, to the south of the site, gives access at ground floor and via the central feature staircase.
